He was born in 1925 in Kecskemét, on the lowlands in Hungary. 

First he introduced himself  in 1954 in Ernst Museum.

Since then he is a constant participant of art exhibitions in Hungary. His pictures have been exhibited worldwide from Moscow to San Francisco, from Berlin to Tokyo. He has numerous prize-winning paintings in museums, private collections and in the property of the Hungarian National Gallery.

His art is characterized by a visional view of forms that still remembers the natural elements, nevertheless everything is transformed up to the borders of the abstract. The view is subordinate to the colors. Balogh’s compositions are often based on only one color.

His favourite topic is the lake Balaton, about what the artist expresses himself: "A person looking for answers finds solution in this landscape, in its silence and thunderstorms, its gently caressing water, immobility of the frozen lake, birth of the sunlight, or in its unlimited horizon".
